Lirael, being descended from the Clayr and the Abhorsens, has the star and the key on her surcoat. The bells are the magical tools and weapons of a necromancer, who are generally a bad sort except for the Abhorsen, whose job it is to hunt all the others. If you're unfamiliar with the novels Sabriel or Lirael, I highly recommend checking them out. Necromancy! Bells!
